In the current epidemiological situation, it is very important to know what documents on coronavirus should be in the organization, so that when the inspection comes “not to blush”, but to provide the entire necessary package.
But I want to say right away that it won’t be possible to download and quickly fill out on the eve of the test, because, firstly, you won’t have time to do everything, and secondly, you will definitely miss something and it will become clear that you prepared at the last moment. There is no need to relax, Rospotrebnadzor conducts regular inspections, and they will not go away very soon, so I recommend not neglecting the requirements of the sanitary and epidemiological service, but completing and maintaining additional logs.

What documents on coronavirus should an organization have?
In a pandemic, to prevent the spread of COVID-19 infection, it is important to know what coronavirus documents an organization should have. And you should not think that this is a temporary measure, because the government of the Russian Federation has developed a list of regulations that have entered into legal force and are aimed at ensuring the implementation of organizational and administrative measures.
In connection with the new requirements of Rospotrebnadzor and regional authorities, employers have many additional obligations that must be strictly fulfilled in order not to be brought to administrative liability under Art. 6.3 of the Code of Administrative Offenses of the Russian Federation for violation of current sanitary standards in the amount of:
- for officials: 500 – 1000 rubles,
- for legal entities: 10,000 – 20,000 rub.
If such violations are recorded under emergency circumstances or during the quarantine period, the fine will be:
- officials 50,000 – 150,000 rubles;
- legal persons 200,000 – 500,000 rub.
The sums are not small, so it’s not worth the risk, and I, for example, would not want to “blush” in front of the inspector and then report to management why this or that document is not kept, so as not to receive a disciplinary notice. Therefore, we are preparing a sleigh in the summer
Recommendations for working during coronavirus
The basic package of necessary documents was developed taking into account the instructions of the Russian government, recommendations of Rospotrebnadzor and other regulations and instructions aimed at preventing coronavirus infection in the workplace. In particular, organizations are required to:
- observe an increased disinfection regime for office premises, equipment and other contact surfaces;
- organize and monitor compliance with the mask regime by personnel at the enterprise;
- regularly monitor the health status of employees to exclude persons with ARVI symptoms from being allowed to work;
- organize social distancing for company staff and visitors;
- develop and approve provisions and regulations governing the organization’s operating procedures during the pandemic.

Regulations governing the prevention of coronavirus
In each organization, local regulations, rules and instructions for employees must be developed and put into effect by order of the head, explaining the procedure for working in an emergency situation that has arisen due to the threat of the spread of COVID-19.
When developing, it is worth relying on the regulatory legal acts of the Russian Federation, SanPiNs, the list of them is very extensive, you can tell everything by clicking on the link, and the main ones are:
- Federal Law of March 30, 1999 No. 52-FZ “On the sanitary and epidemiological welfare of the population”;
- Decree of the Government of the Russian Federation of December 1, 2004 N 715 “On approval of the list of socially significant diseases and the list of diseases that pose a danger to others.”
- SP 3.1.3597-20 Prevention of new coronavirus infection (COVID-19).
Due to the fact that coronavirus infection is recognized as a disease that poses a danger to others, it is necessary to strictly follow the letter of the law in order to avoid trouble.
List of basic documents for coronavirus
You will not find a clear list of documentation that an enterprise should have during the COVID-19 pandemic, since each area of activity has its own requirements and recommendations. But based on the recommendations of the RPN, we can highlight the main ones:
- orders for the enterprise;
- instructions for coronavirus;
- magazines;
- coronavirus reminders;
- provisions;
- schedules, statements and explanatory statements of employees.
These are the main documents that an organization must have in case of coronavirus, so to speak, a standard set and nothing new, as when conducting any field of activity, and their presence will allow the employer:
- organize unscheduled briefings for company employees;
- familiarize employees with the rules of disinfection, mask regime, maintaining social distance and other preventive measures;
- appoint responsible persons for the implementation of certain procedures;
- avoid penalties.
And a frequent question from occupational safety specialists is: “Who should develop and maintain documents on coronavirus in the organization.” Observations show that this responsibility gradually fell on the shoulders of the OT service, maintaining all logs, developing instructions, and so on.
There is no clear legal regulation that would say who should deal with Covid-19 related documents; it all depends on how the order for the enterprise is drawn up.
It is clear that in small organizations this responsibility falls almost entirely “on the shoulders” of the SOT, while in large organizations the occupational safety service is often only under control. Orders for the enterprise during coronavirus
The coronavirus pandemic has changed the usual rhythm of work of most organizations, and the workload has increased due to the addition of new responsibilities. At the same time, the condition remains unchanged that all innovations are formalized by order of the organization.
Below are the main orders for the enterprise during coronavirus, which management should issue first.
- Order on the prevention of coronavirus infection at the enterprise. Employees of the organization must be familiar with the order under personal signature. The document must reflect the following information: a schedule for disinfection of office and production premises, the need to conduct daily thermometry for employees and, if necessary, visitors, the procedure for monitoring compliance with the self-isolation regime by individual employees, identifying sick people in the team, removing employees from work if they develop symptoms of the disease. Additionally, the order may specify such measures as a ban on foreign travel, cancellation or postponement of corporate meetings and events, and other items at the discretion of the employer.
- Order on transfer to remote work mode. There is no official template for such an order; the document is drawn up randomly. The order stipulates the working conditions in the new mode, the procedure for remuneration, the form of remote interaction and the procedure for monitoring the labor discipline of employees. - regulations on the operation of the enterprise in the context of the spread of coronavirus infection;
- instructions on labor protection when working under COVID-19 conditions.

Guided by the general recommendations of Rospotrebnadzor, enterprises and organizations should have a certain set of magazines on coronavirus:
- journal for issuing masks and gloves;
- log of accounting and consumption of disinfectants;
- employee thermometry log;
- log of disinfection and ventilation of office premises.

For example, employers in Moscow will have to create another journal, which will reflect the results of mandatory testing for coronavirus. During a pandemic, journaling is mandatory for several reasons:

Charts, statements and explanatory notes on coronavirus
All statements and explanatory notes from employees, one way or another related to coronavirus infection, must be collected in a separate folder and stored in the organization until further notice. As a rule, they are prepared in free form, but I leave a sample for download here.
To ensure strict compliance with preventive measures, it is necessary to develop coronavirus schedules, approve them by the employer, post them in prominent places and implement them. There are not many graphs, I have prepared them for you in a separate folder for downloading.
Types of magazines
Despite the widespread transition to an electronic document management system, journals are the main form of documenting the production process in any industry and have been used in industrial enterprises for decades.
Registration of information in them allows not only to keep track of and control the process, but also to gain quick access to the necessary data if necessary. Due to the fact that information in electronic format can be deleted or lost for technical reasons (damage to the media, malware), data from electronic journals must be duplicated on paper. Therefore, no industrial enterprise can do without them.
Depending on the purpose, magazines can be of different types:
- to control the work of personnel: daily shifts, acceptance and delivery of shifts, log of worksite rounds;
- for accounting of finished products: control of finished products, laboratory control, primary accounting of waste movement, production control;
- to monitor the operation of equipment: safety automatics of a hot water boiler, battery, monthly inspection of equipment, testing of safety valves, monitoring of technical equipment, inspection of ventilation ducts, checking of pressure vessels in working condition, maintenance and repair of boiler units and auxiliary equipment, accounting for water consumption (water disposal) with water measuring instruments and devices, accounting and maintenance of equipment, accounting for technological violations;
- for control of production premises: control of temperature and humidity conditions of production and warehouse premises, refrigeration chambers, inspection of crane runways, inspection and testing of rubber-fabric sleeves and hoses.
Depending on the scope of application, accounting logs can be of a general nature - used for all industries, specialized - intended only for certain industries. Thus, the shift log is used in almost all industries, and checking pressure vessels in working condition is used only where such containers are used.
Main conclusions

And to summarize, I would like to once again remind the employer what recommendations of Rospotrebnazdor on the implementation of preventive measures must be followed:
- organize thermometry of employees and hand disinfection with antiseptic agents at the entrance to the enterprise;
- do not allow employees with elevated temperatures to work;
- inform employees about the need to comply with basic preventive measures;
- carry out wet cleaning and ventilate office premises every 2 hours;
- refuse corporate events and meetings;
- minimize the number of business trips and business trips;
- provide a 5-day supply of disinfectants;
- If possible, carry out air disinfection;
- in canteens on enterprise premises, whenever possible, use disposable tableware, wash reusable tableware thoroughly and regularly disinfect it;
- in the absence of a dining room, equip the organization with rooms for meals.
Rospotrebnadzor also recommends that the employer, if possible, monitor how employees comply with preventive measures: regularly wash their hands, observe the self-isolation regime, and see a doctor at the first symptoms of the disease.
The employer should not be misled by the concept of “recommendation”. It should be remembered that failure to comply with the instructions of Rospotrebnadzor is fraught with significant penalties.
If cases of infection are recorded at the enterprise, the employer is obliged to transfer the contact details of the sick person to Rospotrebnadzor and urgently carry out unscheduled disinfection of all premises in which the sick person was located.
