Production calendar of the Russian Federation for 2020
The production calendar for accountants has been agreed upon for 2021. The Simplified magazine prepared it taking into account all the transfers approved by the Government. For convenience, we have made a design document that can be printed on either a color or black-and-white printer: holiday dates are clearly visible and will not be lost! All popular formats for downloading are available: Excel, Word, PDF, Jeep.
The year 2021 is a leap year. This means that it has 366 days, rather than the usual 365. In 2021 there are 248 working days, 118 weekends and holidays.

Clarifications on working time standards
Art. Art. 91 and 92 of the Labor Code of the Russian Federation standardize the working hours for certain categories of workers:
- generally accepted - 40-hour work week;
- for company employees under 16 years old – up to 24 hours/week;
- from 16 to 18 years – up to 35 hours/week;
- for disabled people of 1st and 2nd degree – up to 35 hours/week;
- for workers in hazardous and heavy industries – up to 36 hours/week.
There are also special regimes for students and part-time workers. According to the Labor Code of the Russian Federation and Order of the Ministry of Health and Social Development No. 588n dated August 13, 2009, any company by collective agreement can establish a different working time, which cannot exceed the maximum established by the Labor Code.
Important!
- In organizations with summarized time recording for periods equal to a month or a year or another period of time, their daily, weekly and monthly norms are calculated based on the work period norms established in the Labor Code of the Russian Federation.
- When accounting for overtime in aggregate, work on holidays and weekends included in this period will not be recognized. This is considered to be overtime processing.
- So, if the period is the 3rd quarter of 2021, then the norm will be 520 hours. This means that overtime is recognized as time worked from 521 hours.
- It is worth noting that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays/weekends will have to be made in double amount.
But in any case, the daily rate is calculated from the standard assumption about the length of the week - 5/2. Even if the organization is on a 6-day schedule. The norm is calculated by dividing the weekly time by 5:
- 40 hours / 5 = 8 hours
- 36h. / 5 = 7.2 hours.
- 24 hours / 5 = 4.8 hours
- And so on.
The standard version of the production calendar takes into account all working time standards provided for by the Labor Code of the Russian Federation. The accountant can only find out the category of the employee in order to calculate his salary.
The monthly norm (MN) is calculated based on the daily norm (DN):
DN* number of working days in a month = MN,
if a reduction in working hours is expected in a month due to a subsequent holiday, then the number of hours of reduction is subtracted from the MT.
For example, the monthly working hours in November 2021 with a 5-day (40-hour) week:
(40 hours / 5)* 21 = 8*21 = 168 hours.
The annual working hours are calculated using the formula:
DN* number of working days in a year – “decreasing” hours.
The concept of working time fund
The working time fund is the most important indicator that determines the efficiency of employees. Various formulas are used to calculate it. The employer's task is to use resources with the greatest productivity. This is one of the components of enterprise planning. The fund can also be used to balance working hours. The fund includes various indicators, the calculation of which will also require formulas. Let's take a closer look at these indicators:
- Calendar fund. Represents the overall period over which the fund is defined. As a rule, this is a year.
- Nominal. This is the number of days left in a year after subtracting all weekends and holidays.
- Maximum probable. It refers to the maximum number of days per year on which an employee can perform his functions. To do this, you need to deduct compulsory vacation from the nominal fund.
- Appearance. Involves recording actual hours worked. That is, those days on which the employee actually performed his functions are deducted from the maximum probable fund.
When planning, you can also take into account downtime at the enterprise, which can be predicted. When making calculations, you need to take actual information and then compare it with predicted indicators.
Nominee fund
When calculating the nominal fund, the following formula is used:
Calendar fund – holidays – weekends
The basis of the nominal fund is the calendar period for which calculations are made. It could be:
- Year. Relevant if it is necessary to conduct a full-fledged study of employee productivity.
- Quarter. Needed for cumulative time tracking.
- Month. The indicator is used when calculating wages and determining the ratio of actual workdays to the production rate. This is the most current value.
When establishing a nominal fund, you can use the production calendar. The first step in carrying out the calculation is to determine the goal and objectives.
Maximum probable fund
Determined by the following formula:
Nominal fund – vacation (28 days)
To determine the maximum probable fund, you need to subtract the time allotted for vacation from the nominal fund. The result obtained represents the general production standard. The indicator is needed to determine the optimal size of staff in an organization. The employer needs to compare the actual work time of employees with production needs (that is, the time allotted for solving a particular task). The resulting ratios determine the optimal number of employees in the company.
The maximum likelihood fund formula can use different metrics. For example, many holidays fall on employee vacations. That is, his labor norm will be greater than the labor norm of an employee who goes on vacation for a period less rich in holidays.
Cash fund
To calculate it, the following formula is required:
Maximum Probability Fund – Number of Missed Days
The reasons for absence may be different:
- Maternity and child care leave.
- Leave due to training.
- Time off by agreement with the employer.
- Additional paid leave.
That is, all working days that were missed for objective reasons will be taken into account.
Calculation example
Let's look at an example. The reporting period is taken to be a month. It has 8 days off, as well as 2 holidays. That is, the nominal fund will be 20 days (30 days - 10 days). There is no vacation this month, and therefore there is no need to calculate the maximum possible fund. During the month, the employee was on sick leave for 5 days. That is, the turnout fund will be 15 days (20 days - 5 days).
Holidays and shortened days according to the calendar
So, what holidays await us in 2021 and what days will be shortened before these holidays will be described in detail below.
Holidays
Thus, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.

But Russia is a multi-religious country, and its citizens’ holidays may differ. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law “On Freedom of Conscience and Religious Associations” stipulate that the authorities of the constituent entities of the Russian Federation can declare other days as holidays, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. The subject's holidays are included in the subject's PC and affect the standard working hours.
Holiday-day off
Part 2 of Article 112 states: if a holiday falls on a non-working Saturday or Sunday, then in exchange for this day off, another day of rest is provided - the next working day. This rule is valid for all times except the New Year holidays. So, November 4, 2021, National Unity Day, is Sunday, so the weekend will be November 3, 4 and 5.
In accordance with Article 113, it is prohibited to involve employees in work on holidays. It’s easy to remember this when using a PC: dates are highlighted and when you hover an arrow over them, pop-up tips - warnings - appear.
Shortening the working day before a holiday
In addition to holidays, the calendar also marks pre-holiday days with a note about the obligatory reduction of the working day by one hour (according to Article 95 of the Labor Code). The “smart” PC will also take into account the days when holidays are moved from a weekend to a weekday.
After the shortened working day, 12/29/2018 will begin the 10-day New Year holidays
Thanks to the successful location of the weekends in the outgoing 2018 calendar, it became possible to reschedule the last working day in such a way as to add 3 more days to the New Year holidays of the coming year. As a result, at the beginning of 2021, all Russian workers will have a 10-day rest.
The first working week of the coming year is short due to the fact that it begins on Wednesday, January 9th. After 3 working days the weekend will come again.
Only after this, from Monday January 14, the most ordinary 5-day work week, with 2 days off, will begin. Then Russian workers will have to work as usual until the next holiday.
Postponement of holidays in 2021
There are many holidays in the Russian Federation and sometimes these days are not very convenient for citizens. In order to optimize rest time, the legislator, in the same Article 6 of the Labor Code of the Russian Federation, provided for the possibility of transferring holidays to other days. It is formalized by an annual Government Decree. No more than 2 days can be transferred from the New Year holidays, which has been done for several years in a row.
In 2021, the transfers will be as follows:
- From Saturday January 6th to Friday March 9th
- From Sunday January 7th to Wednesday May 2nd
- From Saturday 28 April to Monday 30 April
- From Saturday 9 June to Monday 11 June
- From Saturday 29 December to Monday 31 December
All transfers became officially known in the fall of 2021, but nevertheless, adjustments are still possible, keep this in mind.
The weekend after the pre-holiday working day on December 29 will not come for everyone
Not all Russian citizens will have to rest for 10 days during the New Year holidays. Emergency services and doctors will be on full alert to provide the necessary assistance. After all, mass celebrations often end in accidents and food poisoning.
Russian citizens will also be able to receive medical care on holidays. Doctors on duty will monitor the well-being of everyone who will be treated in the hospital at this time. Ambulances and maternity hospitals will operate as usual. Emergency rooms will also operate around the clock.
Regional administrations will decide how clinics operate. But usually in such cases a schedule with shortened working hours is used, according to which doctors work on regular weekends. Specialists such as surgeons, ophthalmologists, etc. will be on duty as scheduled throughout the New Year holidays.

A few more words about the calendar
What data can be seen on the production calendar
PC is an unofficial document; its introduction and use is not regulated by law. However, in essence, PC is a reflection of some articles of laws on a regular calendar.
In addition to, in fact, the usual calendar with notes on working, weekends and holidays (official and national) days, the PC includes:
- tables with calculated working/non-working time standards by month and quarter,
- numerical information about the number of working hours and days off in each reporting period (from month to year),
- information about postponing holidays and reducing the length of the working day before them.
Law on shortened days
Article 95 of the Labor Code of the Russian Federation is devoted to shortened days on the eve of national holidays. It establishes the following rules:
- working days (shifts) preceding holidays are “cut” by 60 minutes;
- if there are weekends between a working day and a holiday, shift reduction is not provided;
- in conditions of continuous production, when the length of the working day (shift) cannot be reduced, employees are compensated for hourly overtime;
- The shortening of the pre-holiday day is carried out not only on the eve of federal, but also regional holidays.
Legislators do not give organizations clear guidelines on exactly how to reduce pre-holiday days in 2021. Management has the right to release specialists an hour earlier or allow them to come to work an hour later.
