When registering with an organization, a citizen writes an application, but he is considered officially employed only after signing a bilateral employment contract.

Medical certificate upon hiring
Article 213 of the Labor Code of the Russian Federation states that the employer is responsible for organizing a medical examination during employment, issues a referral for a medical examination upon hiring and pays its cost.
The latest regulatory documents provide for medical examinations during employment with the presentation of a referral issued by the employer. The referral must contain information about the organization where the employee is applying, and about the applicant himself, as well as the following data:
- form of ownership and activity of the employer in accordance with OKVED (All-Russian Classifier of Types of Economic Activities)}
- medical institution, its address and code in accordance with OGRN (main state registration number)}
- type of medical examination (preliminary or periodic)}
- name of the department where the employee will work}
- occupation}
- dangerous and harmful production conditions.
The employer's representative must sign the referral; next to the signature, his full name and position must be indicated. The company that issues the referral is required to keep strict records of these documents. Anyone undergoing a medical examination for employment must present a referral from their employer to the clinic.
Article 213 of the Labor Code of the Russian Federation states that a mandatory medical examination when hiring is carried out in order to identify the professional suitability of employees and increase the prevention of occupational diseases. Persons under 18 years of age must strictly undergo a preliminary medical examination before employment in any organization or company (Articles 69 and 266 of the Labor Code of the Russian Federation).
The legislation specifies the following types of activities where a medical examination is required when hiring:

The list of specialties for which it is necessary to undergo a medical examination is given in Article 213 of the Labor Code of the Russian Federation, and is specified in more detail in Order of the Ministry of Health and Social Development of the Russian Federation dated April 12, 2011 N 302n.
A mandatory medical examination includes examination by a neurologist, otolaryngologist, surgeon, ophthalmologist and gynecologist (for women), as well as fluorography and a general analysis of urine and blood.
Managers of some enterprises have the right to demand that clinics with which they enter into an agreement to conduct professional examinations add other doctors to the general list, for example, specialists in drug addiction or skin diseases, etc.

For those who get a job in government agencies, it is necessary to undergo examination by only two doctors - a narcologist and a psychiatrist. Physical disabilities are not considered an obstacle to work in government agencies, and therefore are not required to be examined by other medical professionals.
In order to protect the health of citizens, prevent the spread and occurrence of various types of occupational or infectious diseases, employees of certain industries, professions, enterprises, organizations and institutions, the list of which is determined by Russian labor legislation, must provide a medical certificate when applying for a job, as well as in the course of activities - repeated certificates at certain intervals. In this case, initial examinations by doctors are carried out to determine whether the candidate’s health status corresponds to the work assigned.
In cases where the law requires a medical examination, the above requirements are unconditional, and the employer is responsible for their compliance and the allocation of funds for the completion of such examinations by his employees.
So, according to Art. 69 of the Labor Code of the Russian Federation, a medical certificate when applying for a job must be presented:
- employed minors;
- other citizens in the cases provided for by the Labor Code of the Russian Federation:
- persons whose work is associated with dangerous and harmful working conditions and those involved in heavy work, as well as those employed in the transport industry;
- employees of public catering organizations, trade and food industry, medical institutions, water supply facilities, children's institutions, as well as some other areas;

Hiring a minor citizen of the Russian Federation
A medical certificate for employment as a teenager must be presented in the form of a medical professional advisory opinion, drawn up in accordance with the order of the USSR Ministry of Health dated 04.10.

This medical document is also called a “certificate of professional suitability”, since it contains a doctor’s opinion that confirms the professional suitability of the subject for the type of activity in question.
For minor citizens, a medical certificate for work can be obtained from any medical institution that has a license to conduct primary and periodic medical examinations.

Standard list of doctors during a medical examination when applying for a job:

Women are usually scheduled for an examination by a gynecologist. A medical examination by a gynecologist when applying for a job is mandatory according to the order of the Ministry of Health and Medical Industry of the Russian Federation dated March 14, 1996 (as amended on February 6, 2001).
The specialist examines the woman, takes bacteriological and cytological tests. If an examination by a gynecologist is mandatory due to a profession that requires an annual examination, the woman cannot refuse this procedure.
If you refuse a medical examination by a gynecologist, the employer may not hire you.
Some vacancies require a psychiatric examination upon hiring.
What tests are taken when applying for a job? During the preliminary medical examination, the future employee must take a blood test and a urine test, as well as undergo fluorography and an electrocardiogram.
After undergoing an examination by all specialists and taking tests, the employee should obtain a conclusion from a general practitioner. How long is a medical examination valid for hiring? The certificate is valid from six months to a year, depending on the form.
If during this period the person was seriously ill or underwent surgery, then the certificate is considered cancelled. In this case, it is necessary to undergo a new medical examination.
Information contained in the medical certificate form No. 086/u
An employee of the organization's personnel service should especially carefully consider whether the medical certificate form is filled out correctly when hiring a minor. This document must contain information about past illnesses and data on the applicant’s state of health at the time of the examination.
In general, you can obtain a medical certificate of form No. 086/u by visiting:

Its significant drawback is that the points of the certificate form do not provide for an indication of the position (profession) of the person being examined, the characteristics of the upcoming work, a list of dangerous and harmful factors of production origin and work that the minor will encounter in the course of performing his job function.
Taking this into account, employers and medical institutions may stipulate (agreed on) forms of documents (referrals, medical reports, etc.) in contracts for initial and periodic medical examinations.

In which institutions can you obtain a medical certificate for employment?
For a preliminary medical examination upon employment, the employer issues a referral indicating the name and address of the medical institution for this procedure.
Contracts are most often concluded between an employer and a medical institution licensed to conduct medical examinations.
If no agreement has been concluded between the employer and the medical institution, then the future employee undergoes a preliminary examination by specialists in any medical institution licensed to carry out these procedures.

The right to carry out this examination is granted to a medical institution of any organizational and legal form if its license specifies this type of activity as permitted.
But: a potential employee may not be sent for a medical examination to every medical institution, even if the latter has the “correct” license.
The licenses of individual health care facilities contain a certain reservation, namely: examination of professional suitability as a type of medical activity applies only to the contingent assigned to a given health care facility.

Each professional sector has its own list of mandatory tests and examinations in the city clinic.
All of them have their own deadlines, after which they must be repeated without fail.
Trade in industrial goods, utilities, pharmacists:

Medical staff:

- Vaccination against diphtheria - once every decade.
- Dermatologist, smear, RW blood - 2 times a year.
- Typhoid fever, intestinal infections - upon admission (when changing places, the result is transferred).
Depending on the specifics of the work, a medical book has a different expiration date.
What will happen if the document is late?
The effect of the medical book must be controlled by the employer, because it is he who is responsible for it before the law.
The results of the examinations should not be overdue - the owner of the medical book will not be allowed to take the next hygiene course.
The administration of the organization bears full responsibility for persons who do not undergo a medical examination on time (Administrative Code Article 5.27):
- recovery of 1000 - 5000 rubles for an official;
- recovery of 1000 – 5000 rubles for individual entrepreneurs;
- recovery of 30,000 - 50,000 rubles for a legal entity.
The citizen faces a warning or a fine of 100 to 500 rubles.
