A number of regions of Russia are characterized by difficult climatic and other conditions associated with increased health hazards, as well as a high cost of living due to natural reasons. For this reason, various measures to support the population are applied at the local and regional level, aimed at equalizing income and maintaining material equality.

What is the regional coefficient

This is a tool for equalizing workers’ incomes through an increasing financial indicator that indexes payments in constituent entities of the Russian Federation with special climatic conditions and equivalent ones. This mechanism is applied both at the state and municipal levels. Legal regulation is carried out through the Labor Code of the Russian Federation (Articles 146, 148, 316), Federal Law dated 02/19/1993 No. 4520-1, Resolution of the Ministry of Labor dated 09/11/1995 No. 49.

Northern allowances for part-time workers

If we talk about “northern allowances” for part-time workers (citizens working part-time), then the third paragraph of Article 285 of the Labor Code of the Russian Federation states:

Persons working part-time in areas where regional coefficients and wage allowances have been established are paid taking into account these coefficients and allowances.

You will also find these norms in the text of the “Review of the Supreme Court of the Russian Federation of the practice of courts considering cases related to the implementation of labor activities by citizens in the regions of the Far North and equivalent areas” (approved by the Presidium of the Supreme Court of the Russian Federation on February 26, 2014).

When to use

The regional coefficient for the regions of Russia 2021, the table of which is given below, is indexed for the following types of income of workers in regions with difficult working conditions:

  • Minimum wage and payments calculated from the minimum wage;
  • basic salary, wage rate, that is, all income from work received by the employee;
  • compensation, incentives, bonus payments and allowances;
  • increase for hazardous work or work in dangerous conditions;
  • temporary disability benefits;
  • wages of part-time workers and employees under GPC agreements;
  • contributions to the Pension Fund;
  • additional payments established in accordance with the provisions of the collective agreement.

Regional values

Citizens employed in :

  • Chukotka Autonomous Okrug;
  • Koryak Autonomous Okrug;
  • North Evenki district (Magadan region);
  • Aleutian region (Kamchatka region);
  • on one of the islands located in the Arctic Ocean.

An 80 percent bonus is provided to their workers by:

  • Evenki Autonomous Okrug;
  • Khabarovsk region;
  • Vorkuta;
  • Magadan region, etc.

To get a 50% increase in salary, you need to go to work in:

  • Arkhangelsk region;
  • Karelia;
  • Khanty-Mansi Autonomous Okrug;
  • northern regions of Tomsk, Amur, Irkutsk regions, etc.

on a 30% increase in their official income.

When not applicable

The regional coefficient does not apply if earnings are calculated based on amounts in which this multiplier is already taken into account. These are the following payments:

  • vacation pay, since they are calculated on the basis of the full salary, and that, in turn, is calculated taking into account regional allowances;
  • financial assistance if it is paid one-time and not on an ongoing basis, and the accrual rules are not specified in the collective agreement;
  • periodic bonuses;
  • travel expenses if the trip is to a region for which a regional coefficient has not been established;
  • when calculating the “northern” bonus, since a separate increasing indicator is provided for work in the Far North, increasing the same income group of employees involved in such conditions.

Accrual procedure and recalculation

The regional coefficient is always calculated based on the conditions and how much time the employee spent in areas with a northern coefficient. This is all carefully checked and recorded exactly according to working hours.

If he works there constantly, then the coefficient will be calculated on all his earnings; if he travels to such regions periodically, then only the part that was earned in this region will be increased.

There are other conditions for which the employee will receive bonuses:

  • Work experience, title and class in the specialty;
  • Employees who were allowed access to information constituting state secrets;
  • By length of service;
  • For successful annual work;
  • For working in a complex schedule: at night, daily, or combining several professions at once.

The increase in salary is also influenced by the age of the employee: for young people under 30 years old, the possibility of accelerated calculation of the bonus is provided:

  1. In regions 1 and 2 groups (that is, with a maximum increase of 100 and 80%), from the very beginning of work they will receive 20% of their salary. Every six months, the premium will increase by another 20%, but you will have to wait a whole year for the last 20% before the maximum rate .
  2. In regions with a 50 and 30% bonus, the employee will initially receive a 10% bonus, and every six months the bonus will increase by another 10%.

For people over 30 years old, a slightly different scheme is used:

  • For areas of groups 1 and 2, accruals will increase by 10% every 6 months until it reaches a maximum of 100% for the first group of regions and 80% for the second.
  • For Group 3 localities, charges will increase by 10% each year until charges reach 50%.
  • For group 4, for the first year the premium will be 10%, then for every 2 years 10% will be added until it increases to a maximum of 30%.

The northern coefficient is not included in the minimum wage.

Who does it apply to?

All employees, regardless of the organizational and legal form or type of activity of the enterprise, working and living in areas experiencing difficulties with the following basic conditions can apply for a regional supplement:

  • transport interchange;
  • infrastructure;
  • ecology;
  • weather and climate;
  • features of the organization's activities.

The rules apply to absolutely all employees - both full-time employees and employees working under civil contracts - working and living in the Far East, the Far North (and regions of similar status) and the south of the East Siberian territories.

Concept and determining factors

Regional coefficient is an indicator by which wages and some other incomes of the population are multiplied in order to cover the costs associated with specific living and working conditions in extreme areas.

How odds are used

Let us show how regional coefficients are taken into account when calculating earnings using an example. Let's say Frolov F.F. lives and works in the Novosibirsk region. The table shows that for this subject of the Russian Federation a regional coefficient of 1.2 is established. Suppose that in the current working month, Frolov, in addition to a salary of 30,000 rubles, is entitled to a regular bonus for meeting targets in the amount of 10,000 rubles. Let's calculate how much money Frolov will receive using the formula:

payable = (salary + bonus) × district coefficient = (30,000 + 10,000) × 1.2 = 48,000 rubles.

If Frolov had received an increase of 10,000 rubles in the form of financial assistance from the organization, for example, in connection with the birth of a child, or a one-time bonus, for example, for a successful rationalization proposal, then the multiplier would have been applied only to the salary. In this case, Frolov would receive:

payable = salary × regional coefficient + financial assistance = 30,000 × 1.2 + 10,000 = 46,000 rubles.

Benefits and guarantees

In addition to the increased salary, thanks to different coefficients and accruals, residents working in the Far North have government benefits:

  • Additional leave, which is paid by the employer - 24 days for the most severe regions and 16 for milder ones.
  • Compensation for transport to the holiday destination and back , because due to the significant distance from other regions, transport tickets can be very expensive.
  • If there is a medical certificate, the employee can travel free of charge to another city where the necessary examination or treatment will be carried out.
  • Shorter work week.
  • Parents can take additional paid days off for the period when the child enters school. In addition, every month parents have the right to take one day off at their own expense .
  • Housing subsidies.
  • Such workers retire earlier: with maximum work experience, men will retire at 55, and women at 50.

It is very difficult to live and work in such harsh conditions, so the state is trying to do everything possible to improve the lives of its citizens in such difficult conditions.
