Replacement of passport after marriage when changing surname

Replacing a passport after marriage is a mandatory procedure if one or both spouses change their last name. Article 32 of the Family Code of the Russian Federation states that newlyweds can

  • Leave each one your last name,
  • Take your husband's (or wife's) surname
  • Change your last name to a double one.

In Russia, most often a woman takes the surname of her man, and therefore most often it is she who will have to replace her passport and other documents in connection with the change of surname. It is necessary to make a decision to change the surname before marriage, since this is indicated in a joint application at the registry office. Civil registry office specialists enter this information into the civil register.

Legally, the need to replace a passport, as well as the reasons for this, are recorded in Government Decree No. 828. The operating procedure for services to provide this service is fixed in Order of the Ministry of Internal Affairs No. 851.

Internal civil passport

The document is issued with the participation of the Main Directorate for Migration of the Ministry of Internal Affairs. It is possible to apply for a new document both at the place of registration (registration) and at the location. The state duty will be 300 rubles. When paying the fee on the State Services website, its amount will be 210 rubles.

Required set of documents:

  1. Application for a replacement passport, indicating your new last name. ()
  2. Receipt for payment of state duty.
  3. Marriage certificate.
  4. 4 photographs measuring 3.5 x 4.5 centimeters.
  5. An old passport with a marriage stamp.
  6. Extract from the house register.
  7. Additional documents for entering information into the passport: birth certificates of children under 14 years of age, military ID (if any).
  8. Photocopies of the specified documents.

Service employees check the correctness of filling out the application, as well as the documents submitted to replace the passport, and within one working day enter this data into the unified general information system of the Ministry of Internal Affairs. If necessary, an employee of the Ministry of Internal Affairs will give you a certificate of acceptance of documents if you need it.

In addition, to replace your passport, you can apply with the same set of documents to the MFC or begin the procedure for replacing your passport on the State Services portal.

The period for replacing a passport when applying at the place of registration (registration) is 10 days; when applying to other units of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, the period is 30 days.

You must change your general passport within 30 days from the date of marriage. If you do not meet this deadline, then according to clause 1. Article 19.15. The Code of Administrative Offenses of the Russian Federation will impose a fine on you in the amount of 2,000 to 3,000 rubles, and if you are a resident of Moscow and St. Petersburg, then the fine will be from 3,000 to 5,000 rubles.

How to change your passport after changing your last name

The main document must be changed immediately. To do this, you need to contact the passport office for registration (territorial division of the Main Directorate of the Ministry of Internal Affairs) or the MFC. To replace your passport you will need the following documents:

  • application for exchange;
  • a receipt for payment of the state duty (or a certified copy or original document exempting from this tax);
  • four photographs measuring 35*45 mm;
  • marriage certificate or other document confirming the change of surname;
  • passport in old name.

To replace your passport with your previous surname with a new document, you will have thirty calendar days from the date of change of personal data. At the end of this period, the passport will be considered invalid and legal actions performed with its help will be illegal.

What will happen if you do not change your passport during this time? You will be fined! Of course, officials can turn a blind eye to a couple of days of delay, but still it’s not worth the risk! Moreover, a new passport will be required for the subsequent change of other documents.

Replacement of passport through State Services

Go to the Public Services portal under your account and find.

  1. Fill out the form and send your request.
  2. Wait for the request acceptance mark. It will arrive by email or appear in the mobile application or website.
  3. Pay the state fee.
  4. Wait until you receive an invitation to the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs to deliver the original documents to them.

In the form you will need to fill out the following items:

  1. Reason for issuing a passport. Put o.

How to change your passport after the wedding

Replacing a foreign passport when changing your last name is not always a mandatory procedure. If you are traveling to a visa-free or conditionally visa-free country, then you can do this with the old personal data in your passport, just, just in case, take, in addition to the new Russian passport, the original document confirming the change of surname. If you are going to visit a visa country and visas have already been issued for your old surname, then do not rush to change your passport before the trip - it is necessary that the personal data on the tickets coincide with the passport data. You can safely change this document after the visa expires. There are no fines for late replacement of a foreign passport, since there is no fixed period for mandatory replacement.

The passport replacement itself takes place at the Main Migration Department of the Ministry of Internal Affairs or through the MFC. Documents that will be required from you:

  • old foreign passport;
  • original and copy of passport with new personal data;
  • marriage certificate or other document confirming the change of surname;
  • application for replacement in two copies;
  • original work record book or an extract from it for the last 10 years;
  • receipt for payment of state duty.

The period for issuing a passport with a new surname varies. One month if you submitted documents at your place of registration, and four if not at your place of registration.

international passport

Citizens are not required to change their foreign passport. This only makes sense if you are planning overseas trips. In this case, you will have to change the document. With the old document, travel abroad is prohibited, and there is also no possibility of obtaining visas.

The procedure for replacing a foreign passport is identical to replacing a general passport. You will need to collect the following set of documents:

  1. Valid Russian passport.
  2. Application for a foreign passport.
  3. Receipt for payment of state duty.
  4. Two photos.
  5. Old passport.

The state fee is the same as when issuing a new document. For old-style international passports it is 2,000 rubles, for a new type – 5,000 rubles.

It is possible to obtain a new sample even if you previously had an old document. Their difference is the presence of biometric information, as well as a longer validity period.

How to change information in your Taxpayer Identification Number (TIN)

The number itself, like the SNILS number, is assigned to a citizen once; there is no need to change it. But the certificate of assignment must be replaced. You need to contact the tax office.

What documents need to be provided:

  • marriage certificate or other document confirming the change of surname;
  • original and copy of passport with new personal data;
  • application for replacement of TIN;
  • old tax certificate.

There are no fines for the absence of a new TIN certificate in the Russian Federation, but the employer has the right to ask for this replacement.

TIN

There is no need to change your TIN during your life. However, we recommend that you go and get a TIN form with your new last name. This will protect you from document confusion when interacting with the tax service, as well as employers. To obtain a new TIN form, you must take with you a new passport, an old TIN form, as well as a marriage registration certificate and come to the tax service with these documents. There you will fill out a short application and you will be given a date to receive a new TIN form.

How to change your compulsory medical insurance policy upon marriage

To replace the compulsory medical insurance policy when changing your last name, you must provide:

  • application for renewal of the policy;
  • passport with new personal data;
  • marriage certificate or other document confirming the change of surname;
  • SNILS (you can still use old personal data if you did not have time to receive a new certificate);
  • compulsory medical insurance policy with previous data (if available)

In case of replacement of the insurance policy when changing the surname with a simultaneous change of company, the citizen is issued a temporary document, the validity of which is limited to 30 days. All you have to do is visit the insurer's office again to obtain a permanent policy.

Replacement of driver's license

Do not drive under any circumstances until you have exchanged your driver's license for a new one. The old rights cease to be valid when the surname is changed. A traffic police officer who stops you in this situation will fine you for driving without a license. In addition, you will need to contact the insurance company and make changes to the MTPL policy. You can replace your driver's license at the traffic police department in your city; the fee will be 2,000 rubles. If you register and pay the fee through State Services, its amount will be 1,400 rubles.

How to change SNILS after marriage

SNILS, which is popularly known as the “green plastic card”, is the insurance number of a citizen’s individual personal account in the compulsory pension insurance system. The SNILS number is assigned to a citizen once; only the pension certificate itself can be replaced. Perhaps your employer independently initiates the replacement of SNILS, but if not, then contact the Pension Fund for registration in person. In both cases, you will need to provide the same package of documents:

  • application for exchange of insurance certificate;
  • passport with new personal data;
  • marriage certificate or other document confirming the change of surname;
  • old pension certificate.

Your employer or specialists from the Pension Fund branch will tell you how to fill out the application correctly in order to change SNILS without problems.

Changing bank cards and accounts when changing your last name

Replacement of these personal financial documents is mandatory. To do this, you need to come to your bank branch with the necessary documents:

  • application for a replacement card;
  • original and copy of passport with new personal data;
  • marriage certificate or other document confirming the change of surname and its copy;
  • exchangeable bank card.

If the card is a salary card, you should contact the employer and find out from him who exactly will submit documents for a replacement.

Grounds for changing an employee's surname

The reasons why employees can change their last names are quite varied and all of them are fixed in the country’s regulatory framework. Thus, the desire to acquire a new surname may be caused by the dissonance of the previous one. The law also allows such changes due to a person’s religious beliefs or for other reasons of a subjective nature.

For an employer, the most common example that should be paid attention to is the marriage and divorce of his subordinates.

If a change of surname is approved by the competent authority in any of the above cases, the citizen is obliged to independently notify all institutions where changes need to be made. One of them, of course, is the place of work.

Within an enterprise, such a procedure is usually regulated by a local legal act. Among other things, they also establish liability for late notification of a change of name.

It is possible to bring an employee to disciplinary liability only if the LNA (local regulations) directly establishes the need and timing for employees to report changes to the administration.

Also, the duty may be specified both in employment or collective agreements, and in the job description. It is important that all employees of the enterprise are familiar with such LNA.

Do I need to replace my driver's license after marriage?

If you drive a car, then according to the new rules you need to change your license immediately after receiving a new passport. The old license is considered invalid, and driving with such a document will result in a fine. To obtain new rights you will need:

  • receipt of payment of state duty;
  • passport with new personal data;
  • a valid driver's license;
  • medical certificate and its photocopy (to paste into the medical certificate you will need two photographs measuring 30*40 mm;
  • marriage certificate or other document confirming the change of surname and its copy;
  • application for the exchange of a driver's license (to be filled out at the traffic police, the form must be taken from the employees).

All documents must be submitted to a traffic police officer. After this, you will be photographed and issued a new driver's license.
